Surface attach joint strength seems weaker on scaled up parts than an equivalent part. #21

In the course of investigating, I also realized that the part joints get created DIFFERENTLY depending on whether you launched directly from the VAB or from a persistent state (e.g. revert to launch, swap scenes, load a quicksave).
