Scaled values can have floating point error accumulated #29

If we look at the number of decimal places in a source value and the scale factor, should be able to figure out the right number of digits to round the scaled value to.

Example:

    RESOURCE
    {
        name = LiquidFuel
        amount = 5760.00205993686
        maxAmount = 5760.00205993686
