Report: ModuleResourceConverter not scaling properly

I mean, you could've asked me to report it here myself... 😄

Problem: ModuleResourceConverter isn't scaling properly. Or at all, really. Other properties on the parts scale as expected.

I was able to reproduce this in a heavily modded install and a minimally modded install. I can provide other logs (e.g. MM config cache, etc.) on request from the minimal install. Please ping Epsilon on Discord to ask me to add anything else needed here.
