Use the xml provided in the archive to seed the database on politicians and parties

The data provided by Arjan works just fine and is easier to work with. Now working to insert those in the database.

The almanak has an updating archive at https://almanak.overheid.nl/archive/ -- Why not parse those?These keep being updated and does not rely on a third party crawler

Before alpha launch, we should decide whether or not we want to include "old" politicians in the alpha product.
