Sorian 0.8.1 vs Tech vs Turtle

Left to itself, Sorian makes many transports (in excess of 10 or 15). It
uses them to some extent (dropping off T2 tanks near the opponent's base),
but then when the AI stalls out and the other AIs stop being aggressive,
the transports sit in and around the base doing nothing.
