AIx nukes Commander first #13

What steps will reproduce the problem?
Playing a Multiplayer game versus an AIx

What is the expected output? What do you see instead?
The AIx nuke only the commander (as long as it has only one or two nuke silos. 
This way a 
human can easily move his commander out of the base and let it walk around. 
This way no nuke 
will hit anything valuable. It would be better to nuke non moveable and 
valuable parts of the 
base (e.g. in the center if there is no defense).

What version of the product are you using? On what operating system?
Sorian AI 2.0 and beyond

Please provide any additional information below (bug log, other installed mods, 
etc).
No other mods installed.

BTW keep up the excellent work, we love you Mod especially in coop multiplayer 
games!

That's odd... When I play multiplayer with my friends vs AIx it does pretty 
much the
opposite. It hits our expansion bases which have no defenses or the anti-nuke 
missile
hasn't been created yet. AIx hits also structures just outside the nuke 
defense's
radius - it doesn't waste its nukes to our main base. When it has 10+ nuke 
launchers
then the nuking of our main bases begins and at that point we can't eliminate 
every
nuke. It started to nuke my commander after it nuked my base entirely (my 
commander
was elsewhere long before that).

Usually the AIx hits the player with no nuke defense (and aims at his 
commander). Of
course as soon as the computer has enough nuke bases, they also hit the base 
(even
when the commander is still alive).
