Alx ai does not build enough land experimentals #23

What steps will reproduce the problem?
upgrading to any version from 1.9.9d

What is the expected output? What do you see instead?

The transition from from 1.9.9d to 2.1.1 made the AI extremely weaker
The ai should rush with multiple land experimentals and should build them early 
instead of building them in mid games as 20mins.
They should attack with huge groups of experimentals 5+ in late games, 
especially when the threat from the enemy is high. 

What version of the product are you using? On what operating system?
2.1.1
Windows 7
