AI does not build ground point defense on custom maps #25

What steps will reproduce the problem?

1. Play any game against any AI on a custom map
2.

What is the expected output? What do you see instead?

I thought the AI would build ground defense, but they never do. This makes any 
game we play against AI extremely easy as ground units can just roll all over 
the place without worrying about ground point defense. 

What version of the product are you using? On what operating system?

2.1.2

Please provide any additional information below (bug log, other installed mods, 
etc).

This is the only mod installed and I have the steam version.

For that matter the AI doesn't build naval or anything on custom maps from what 
I have seen. This AI is completely useless on custom maps.
