AI Still Spawning #1

Even after setting all config values to 0 there are still some ai spawn including some at the military base. Can you make it so that nothing spawns at all ?

You can use another resource with that which resolved it in my case, which is the one linked: https://forum.cfx.re/t/release-remove-ai-planes-cars-and-spawns-from-airports/225151

Another solution could possibly by replacing the Military Vehicles/Peds to something else or finding a solution to make them invisible or something.
