[Feature Request] VM docker container #21

Set up is currently really dumb. Just make a docker container to make spin up faster/easier.

Looked at interim options like Makefile, poetry, straight bash, etc. Landed on Python to be a bit more OS-independent and user friendly given this is already a git repo for a Python project.
