What's happening for me is that, when you open a game in Playnite (Desktop or Fullscreen), after the 24H2 update, when you launch a game with no HDR on in the game's settings in Playnite and HDR disabled in Windows itself, and then close it, HDR turns itself on, and as far as I can tell, this is only happening with Playnite (not if you launch the games any other way). Even happens with games with no HDR support whatsoever.
The truly baffling thing here was, when I had this issue at first, I decided maybe the updated broke something, and I just reformatted and reinstalled windows (a fresh install with 24H2), and it fixed it for a time and today it just started doing it again. I tried completely removing and reinstalling Playnite, but that didn't help.

EDIT: Upon further inspection, I found the culprit, either this is a setting that is now enabled in 24H2 by default, a new setting, or something broken, but if you go into the display settings, go to Color Profile, and then turn off Automatically Manage Color for apps, it fixes it entirely. Interestingly, this also fixes the Win+Alt+B Windows shortcut for toggling HDR not working correctly, so this is almost definitely a Windows issue, and not a playnite issue.
