Mouse up event processed by galaxy map

What steps will reproduce the problem?
1. On colony view window, click and hold thumb on horizontal scrollbar (for 
example research)
2. Drag that thumb to the left by moving mouse outside the colony view window.
3. Release mouse click

What is the expected output? 
Horizontal scrollbar set to minimum and colony view window visible.

What do you see instead?
Scorllbar is as expected, but colony view window is gone or showing different 
planet (if mouse up occurred at star).

What version of the product are you using?
Beyond Beyaan 2011-05-21

Please provide any additional information below such as operating system or
computer specs.
