Map scrolls down when mouse is over buttons #18

What steps will reproduce the problem?
1. Move mouse over buttons at the bottom of the screen (empire, fleet, 
research, etc.).

What is the expected output? 
Map staying put.

What do you see instead?
Map scrolling down.

What version of the product are you using?
Beyond Beyaan 2011-05-21

This is intended, if you're at the absolute edge of screen (can't move down any 
more), the camera moves.  But if you're not at the edge, then it's a bug.

Found an area on right of taskbar that scrolls when it shouldn't, it've been 
fixed a while ago.  Marking this as fixed
