For accurate scaling of difficulty level and AI development, make game startup
universally 40 pop and 30 buildings (for all levels and players). Also,
research cost is universal for all levels and all players (I recommend MOO1's
impossible for now). The only difference between the difficulty levels is the
handicap/penalty for production applied to the AI only. (I stated this before).
