Zoom/Pan in overlay mode #30

Enable navigation when doing overlay work. Probably with the shift-key or similar.

Maybe the shift key should be for doing overlay work and the checkbox is just show/hide overlay....that way the navigation always remains the default. Then again, it makes it harder to discover how to make an overlay. I think we'll stick with "press shift to do navigation (or similar)".

Not in the cards for now. This is a UI issue that I won't be fixing unless a specific application wants it. After all is said-and-done the whole enhance mode UI may need an overhaul when actual users start to use it.
