test issue -- will it prefill the labels information passed?

What steps will reproduce the problem?
1. Click "Report Issue" or "Feature Request" as jrandom user
2. Note that no labels info is prefilled
3. Hope the resulting report will have the information i wanted

What is the expected output? What do you see instead?

also, should remove the thing about prefilled labels since jrandom user wont 
see labels in the first place.
