meta-data entry app should log authz exceptions #404

I don't think that authz exceptions are being logged by the meta-data entry 
app. 

I attempted to allow non-admin users to log on by editing shiro.ini to 
roles[user] and I was able to log on but then got errors when I went to the 
data entry screen. There were no exceptions logged. Maybe they weren't authz 
exceptions at all - I'm not sure.
