Permissions should only be cached for data reads #450

What steps will reproduce the problem?
1. As admin-account, log in and open I013_A0001_D003
2. Share dataset with normal user
3. Logout, and log back in as normal user.
4. Select Experiment Search, select Monkey, click Search

What is the expected output? What do you see instead?
Expect to see dataset, instead get error that it is too restrictive. 

Please use labels and text to provide additional information.

permissions are cached for up to 5 minutes. Could that have been the problem? 

We'll change that.
