Describe new functionality:

Need to be able to analyze, add, and view annotations on a different montage. 

Some datasets are only useful to view or analyse in bipolar montage. Currently 
it requires downloading of referential montage and manually remontaging. 
However, creating annotations on the portal do not correspond channel-wise. It 
would be nice to have the ability to set a "default montage" for certain 
datasets, with annotations specific for that montage (since channel labels 
change from referential to bipolar). Storing the montage pairs would also be 
useful.

I think ideally, we store all EEG referenced to REF in S3 and then associate a 
default montage with each dataset. This way, users can always override a 
montage manually. 

However, it might be necessary to associate annotationlayers only with a 
specific montage. For example, if you do a spike-detector on a bipolar montage, 
the events make no sense in a referential montage.
