when removing scopes from a bid package and if there are sub bid packages based on it, do something #144

not sure if we should alert sub bid package owner and make them remove excluded scopes, or remove scopes and show user what scopes were removed.

Who is removing the scopes from the bid packages?

the company that created the bid package. this can go as high as project level scope change. changing project level scopes will alter the master bid package which is what general contractors will bid to. removing a scope could cause a cascade effect, or it could be stopped depending on the logic we decide.

It does happen, typically in conjunction with an amendment to the documents. Basically if a bid package changes, All those impacted by the change will need to 1. receive a notification 2. their bid form will have to change to reflect the new bid package.
