Memory Chip giving immense amounts of crit even with no buffs #3

I just tried this mod out with my brother and I managed to find a Memory Chip, which immediately skyrocketed my crit chance to 901% (yes really), I dropped it for him (since we had the yeet mod) and he said he had around ~800% crit chance. No idea how this happens, but probably worthwhile to fix as to not make a green item utterly broken.

Can you give any more info on other mods you were using or if it was in multiplayer or not? I haven't been able to recreate the issue myself.

I was playing Rocket while he was playing Tesla Trooper, I don't exactly remember what items we had but we were only on stage 4 and it dropped from a shrine, so we didn't have much.

I narrow'd down the mods that were making the Memory Chip give an insane about of Crit Chance. This one is a conflict between 1nsiderItems and Thalassophobia.

image BetterUI is used just so I can check my Crit Chance. Command Artifact Item Drops was used just to have a near 100% Chance of getting item drops from mobs for testing purposes.

I have noticed that 1nsiderItems wasn't installed in one of the other posts here and still the Memory Chip gave a very high Crit Chance, there's a chance that the Memory Chip might be catching things that it isn't supposed to, or the conflicting mods might be doing something... but I'm leaning towards the Memory Chip since it seems to be affected by more than one mod.
