But with this image even Wifi is 2-3 times slower. 100Mbs Ethernet works but 1Gbs fails.
The Orange Pi 3B has a hardware bug affecting the ethernet port, causing it to rapidly change its IP and MAC addresses. According to a comment on Bilibili, this is due to the CPU's connection to the port, and when this bug occurs, it can permanently damage the CPU. (I ask the offical taobao Customer Service, it is confirmed true.)
A fix suggested on Reddit involves a trade-off where the ethernet speed drops to less than 100 kb/sec, and the SMB service becomes very unstable.
Alternatively, using an external USB ethernet port is a solution (which I have adopted). Another option is to send the board back to Orange Pi for repair, although I doubt it is still under warranty.
Its not just Ethernet, even Wifi is 5-10 times slower with this Ubuntu compared to official Orange Pi Jammy Xfce.

What happened?
As much I could understand there is some issue with DHCP timing out, only IPv6 address is available and no IPv4. I am certain it is not hardware issue because Ethernet works fine on both Orange Pi Jammy and Armbian, it only fails with this specific Ubuntu 24.04. Wifi works fine.
