Can't import public certs or p12 files in config-ui-1.2-SNAPSHOT

What steps will reproduce the problem?
1. Build the config-ui project from trunk (should be version 1.2-SNAPSHOT)
2. Run the config-ui war in tomcat or other appropriate web application 
container.
3. Login to the config-ui web application in Firefox and navigate to the 
Certificates UI.
4. Attempt to import a valid public certificate of p12 file.

What is the expected output? What do you see instead?
Expecting the UI to import my p12 or public cert files.  Instead getting and 
error stating "Please upload only DER encoded certificates".

Please use labels and text to provide additional information.

this error occured in firefox4 with private browsing turned on.... I can do the 
import successfully with Chrome

Environment specific issue, and not an issue with the baseline code.
