Jave gateway update domain and anchors without agent restart #171

Currently and update to the list of domains or anchor associated with a domain 
requires the agent and gateway to be restarted in order for the changes to take 
affect.  Requesting that the agent and gateway in the Java RI be able to update 
these attributes without a restart.

Released in agent 1.3 and gateway 1.4.
