Outbound messages fail in .NET RI 1.2.0.6 when MDNMonitor is configured #225

What steps will reproduce the problem?
1. Enable MdnMonitor by including the configuration in the SmtpAgentConfig.xml 
file or add MdnMonitor with installer.

Logs show:
Error Health.Direct.SmtpAgent.SmtpAgent - While processing message 
System.NullReferenceException: Object reference not set to an instance of an 
object.

This only happens in version 1.2.0.6 with MdnMonitor configuration added to 
SmtpAgentConfig.xml
