Create Configuration Interface #1

As to allow different users of this Kademlia implementation to specify their own configuration for the system

This I think is adding a feature not needed; someone needing to use this system can simply edit and use the single configuration file.

You could keep this as something that could be done later on once the whole thing is complete, keep a low priority on this.
