Build a Rust script that gets ONS API data we decided we needed for our MVP!

ONS are simply not helping with this. Their API does not work and they have been slow to respond. Complaint has been escalated, but I seem to be fallen into the thick treacle of disinterested middle management. Not sure if it's broken and they just hope I go away.
