passes CRAN check --as-cran for today's devel #43

This increments the version number, and addresses issues in CRAN checks. The specific problem was that as.spacetime calls sf::distinct_sf, but in the example did not check that dplyr was available. This meant that when dplyr was absent (suggested packages should not be needed for check to pass), the example failed - a condition was added to the example. Further a Chicago URL was stale, and notes about malformed Rd files in the CRAN check reports dealt with. I attach the check log with 4.3.2: 00check.log and R-devel: 00check.log.
