We acknowledged that we should have given more clarity in the limitations of mobile number and passport.
To solve this, we could have remove the limitations of having a Singapore mobile number and passport. Hence, we consider #275 and #399 to be duplicate bug reports as they are mentioning similar problems, which is that the application only targets Singaporean and the User Guide should have been clearer about it.

Reason for disagreement: In this case, I would argue that it is both a documentationbug(of very low severity) and feature flaw(of low severity). I just raised the error of the higher severity. Regardless of whether the team decide to implement the quick fix (Change the documentation), it still considered a feature flaw since this app should NOT be limited to just Singaporeans (especially since this issue just lies with adding a friend)

Reason for disagreement: I still insist that the severity is considered low because it still affects usage. The fact that you cannot add in a friend from a different country DOES NOT MEAN that it is just cosmetic, but it still appears in rare situations when you are adding a friend of a different country.
For adding friends, maybe it would be better if you allow friends to be added from different countries? After all, you may have foreign friends or workers that has a work permit who do not own a Singapore phone number or hold a Singapore passport, but yet you may want to save those details.
Perhaps the quickest fix is that this can be just addressed in the UG if one would state that this app is only for the use for Singaporeans only. Or perhaps this can be addressed by simply removing those limitations on phone numbers or passport numbers.
