Idea: Notifications when outbid

Currently, if there is an open auction, and someone places a higher bid than you, you are not notified, as a result you will just silently loose the auction. This was really annoying.

I think we should do as follows

• whenever a higher bid is placed above yours in an open auction, you are notified in app and over email
• whenever X amount of time is left in an open auction, and you don't have the highest bid, you are notified in app and over email

As always, lets make the notification titles descriptive in email, perhaps emphasising who is doing it.

@zeeshanakram3 @ignazio-bovo I think you both looked into it, do you remember what the complication was wrt to implementation? I believe it was hard to have a representation of such event on Orion to the extent that we always pushed this back. Could not find a runtime / orion issue to link it up with..
