Olympia: CLI - forum management / moderation

Forum moderation and category / thread management seems not to be part of the Olympia release milestone for Pioneer 2 (see: https://github.com/Joystream/pioneer/milestone/8 and https://github.com/Joystream/pioneer/issues/1475)

https://github.com/Joystream/joystream/issues/2254 has been updated to include all missing commands (based on extrinsics):

[x] Creating categories/subcategories by lead (create_cateogry)
[x] Assiging moderators to categories by lead (update_category_membership_of_moderator)
[x] Updating category archival status by lead / moderator (update_category_archival_status)
[x] Deleting categories by lead / moderator (delete_category)
[x] Moving threads to different category by lead / moderator (move_thread_to_category)
[x] Moderating (slashing) threads by lead / moderator (moderate_thread)
[x] Moderating (removing) posts by lead / moderator (moderate_post)
[x] Setting sticked threads by lead / moderator (set_stickied_threads)

Possibly some basic state-inspection commands could also be included.

Additionaly, a simple bash script to test the commands (similar to content-test.sh) should be created
