Requirement

The forumWorkingGroup.leadRemark extrinsic can be called to

create a new label
edit a label name
edit a label description
edit a label visibility
add a label to a forum thread or proposal
add/remove workerIds from the array of allowed workers

The forumWorkingGroup.workerRemark extrinsic can be called to

add a label to a forum thread or proposal
