Runtime: General Proposal Parameters + Grace Periods

Problem

There currently is no problem. But we are changing to a 1 month council cycle so it may be worthwhile to at least look at some of the following values.

• Grace periods currently don't really have a purpose but it is possible to implement the veto proposal type to address this. It is already in the runtime and just needs some implementation done on Pioneer.
• The grace period of many proposals is only 1,200 blocks (2 hours) which means the opportunity to create a veto proposal is very small. This is maybe something to think about.
• I have created the below table to more easily digest all proposal parameters at a glance for the next nara meeting
