Update staking vote bags thresholds #5034

Per @mnaamani:

We need to revise and update our vote bags thresholds https://github.com/Joystream/joystream/blob/master/runtime/src/voter_bags.rs which we did not generate specifically for joystream but re-used polkadot values, which might not be ideal.
