[feature request] Dormant proposals easy to miss

• Which feature are you missing?: Dormant proposals easy to miss
• What problem would that solve for you?: These proposals are critical to the integrity of the platform, they exist squarely so people will detect them and raise a red flag if something is wrong. Right now, they are stuck at the bottom of a long proposal list, rather anonymous, and it's also not clear how many rounds of confirmation are left, which is highly critical to signal urgency. I have to keep going in and checking this manually to remind myself.

Find an alternative way to present these on this screen to solve these problems.

Solution:

Display rounds left on deciding and dormant proposals in the list view, (only for proposals where constitutionality is >1).
