Temporary solution for nominating redirect to Polkadot.js

Context

The decision was made to try and release Validators epic in parts. The first release is agreed to only support creating Validators profiles, viewing them in the table with dashboard widgets and viewing Validator card.

But we need a way to redirect users to be able to actually nominate the validators via Polkadot.js interfaces

Scope

• [ ] For list view Nominate button -> Show popup modal when clicked
• [ ] For "nominate" button in the validator side panel card -> show popup modal when clicked
• [ ] Popup modal should explain to the users that nomination functionality is in the development pipeline but in the meantime they can stake for the validators in Polkadot.js app. Modal should have 2 CTAs>
