Program is now working. Based on Issue #72 and #85. Still noticing some issues:

We do not have a way for the GUI to call remove effect yet
When calling clear when both effects are active and have had values changed causes the program to crash
The GUI is capable of altering/removing effects while effects manager is processing data

These issues will be resolved in separate issues.
