New ESLint configuration

• Validate workflow to use .nvmrc for node version
• ESLint to use tsconfig.eslint.json to detect files, following @typescript-eslint best practices
• ESLint configuration to use new @stylistic/eslint-plugin rules instead of deprecated rules
• ESLint configuration to comply with recommended styles, such as single quotes
• All files to follow new ESLint rules
• Updated all eslint-related dependencies
