Add an admin page which lists all pages by folder.

We should also add a bootstrap Label "Locked" with title "Page was locked by ... at 0000-00-00 00:00:00", if page is locked. Therefor we should add 2 new columns on table pages "locked_by" (userID or -1, if page isn't locked) and "locked_timestamp".
