Summary

Currently, the link change from https://github.com/apple/swift-package-manager to https://github.com/swiftlang/swift-package-manager , and the link in "Translations/README_fr.md" and "Translations/README_ko.md" are difference with "README.md" . I would like to sync the Swift Package Manager link with "README.md" .

Could you please help me to review the "Validations / lint (pull_request_target)"?

I see the error is "line 1: swiftlint: command not found"
