It is accurate, to the extent that anything can be accurate when considering human products; words can mean different things to different people in different times, and you can notice that today Budō has acquired a meaning that to some is almost more related to koryu than to the Meiji era confluence of different (and often antagonic) influences that gave rise to the gendai arts.
On the other hand. Kano didn't invent the word, but it pioneered it's use to describe what was a "new" perspective on martial arts organisation, which was then adopted by others. Kano's role is often not very well-known, his importance for Judo is clear but he was extremely influential in terms of many others (Kendo, Karate, etc).

On a stricter sense, a Budō it's one of the 10 disciplines that is under the supervision of the Nippon Budokan, of which Judo is the oldest one.
That being said, I'm not against rewriting it to avoid making the README a source of controversy, and your update looks fine, and it is aligned with the goal of making this something that includes everyone. My own position on this shouldn't be an issue, especially if we are mostly talking about changing the wording while keeping the overall idea. I would still like to keep the reference to Budō, take a look at my suggestion and tell me if you think it works!
Yeah that change hints at it and flows better. You could even put a link to your video (or whatever else) there if you so desired.
Is this statement 100% accurate? Even if it is, I think it flows/reads better without it. But completely up to you to accept or reject this change.
