  1. Determine failure testing procedure
  2. Investigate possible sources of failure
  3. Determine tolerances for failure mode
  4. Establish component life cycle
  5. List other components that may have detrimental response
  6. If possible, determine likelihood of failure
  7. If possible, determine lowest threshold for detecting failure
  8. Rank severity of failure
