Update to MLJBase 0.9 #40

No other action required. (The MLJBase API has not changed since 0.8 as far as MLJLinearModels is concerned.)

At present, if the update is not executed, MLJLinearModels will, it seems, disappear in the next @update to the MLJ registry.
