Tests are failing intermittently because of an unstable RNG in the test. This PR:

Stabilises the RNG
Arranges that verbosity be passed to XGBoost.jl instead of silent (which I presume is deprecated, as no longer listed in the xgboost docs)
Cleans up some test logging
