CompatHelper: bump compat for LazyBandedMatrices to 0.9, (keep existing compat) #42

This pull request changes the compat entry for the LazyBandedMatrices package from 0.8.15 to 0.8.15, 0.9. This keeps the compat entries for earlier versions.
