CompatHelper: bump compat for InfiniteLinearAlgebra to 0.7, (keep existing compat) #43

This pull request changes the compat entry for the InfiniteLinearAlgebra package from 0.6.16 to 0.6.16, 0.7. This keeps the compat entries for earlier versions.
