UnitfulAngles.jl v0.7 added sub-arcsecond units mas, μas, and pas. This PR only updates the manifest to allow UnitfulAngles v0.7 via our compat entry, but does not explicitly import these new units. If we wanted to import these units, I believe we would need to update our compat entry to UnitfulAngles 0.7.1, as 0.7.0 had an issue with the pas unit definition.
