There are other CI systems that some people might want to use. These were either very common in the past or are used for niche reasons.
Since GitHub supplies most users, there are low-traffic for us, so it's hard to keep them up-to-date if we don't have specific maintainers for these files. So I recommend adding these files in conjunction with assigning a maintainer for them.
