Add Devcontainer automation #314

Would be great if a template could automatically create the .devcontainer folder for Julia development. It's mostly VSCode/Codespaces specific of course.

I don't use vscode so don't know what that is, but I'm confident a PR would be welcome if it's something you might want when creating a Julia package :)
