Use tar CLI when Tar is not a stdlib #194

This reimplements Tar.create for sufficiently old Julia versions to facilitate running rr for Julia pre-1.6. Should hopefully fix https://build.julialang.org/#/builders/71/builds/1091.

@staticfloat, is this deployed automatically or is there something that has to be done before we can try this out with Valentin's 1.5.4 backports PR?
